RESUMO

The present work has as objective providing environmental and socioeconomic information which permits to subsidize a policy of occupation and land use whose fundamental is water resources management in Cabo de Santo Agostinho, a municipality situated on the southern coast of the state of Pernambuco. The methodological proceedings had as basis bibliographical as well as cartographical research, and data collection from government departments, aiming the characterization of the main actions developed in the area and of the existing obstacles in the administrative process. The surface water resources analysed in this work are represented by JaboatÃo, Pirapama, and Massangana river basins, and the subterrranean water resources are here represented by the free aquifers of tertiary and quaternary sediments, by the fissure aquifer of crystalline basement, and by the cape aquifer. The river basin committees of JaboatÃo and Pirapama, already established, have political support and regulations used for their management system. Water resources management in Cabo municipality has its support based on the land use law and other legal instruments that control the use of water in a broad range of competences. The municipality supply of water is mainly made by surface water, and by subterranean water which is gotten by independent users and the industrial sector. An opinion poll carried out among CPRH, COMPESA, SRH, and DNPM technicians idenfied administrative and operational difficulties, and presented suggestions for the improvement of water management process
