Sobre promessas da era da Internet : uma análise de mudanças no relacionamento Estado-Sociedade decorrentes da utilização intensiva de tecnologias de comunicação e informação por agentes públicos no Brasil

RESUMO

This Thesis sought to elaborate a theoretical and methodological framework to the study of the consequences of the intensive ICT use by Government in the State-Society relationship, and how it would allow permanent, interactive participation of the citizens in the governmental processes and a flow of constant information in double hand. This multidisciplinary framework searches alternative answers other than the ones supplied by Public Sphere Theory and the Virtual Democracy Theory linking either, the Historical Neo-institucionalism and the French School of the Economy of the Conventions framework. The hypotheses elaborated considered Digital Exclusion as part of the Social Exclusion, with emphasis in the importance of the educational component of the Social Exclusion (level of formal school attendance and the development of abilities in the area of Reading, Mathematics and Sciences of the Brazilian population) and of the economic face of the Social Exclusion (distribution of income of the Brazilian population). Digital Exclusion was typified with the analysis of the access to the Internet in Brazil ( land telephone, basically) and of the physical access to the Internet (equipment, types of connection and access suppliers in Brazil). Besides, attention was drawn to the institutional variables, the maturity of the institutional design for protection of the rights of the consumer of telephony services and access to the Internet, citizen data privacy, and technological crimes repression. Finally, it sought to tipify some civic promptitude, departing from the identification of Brazilian electronic citizen and the ICT use. To achieve this goal, it developed a concept of Political Literacy which involves either individual cognitive development, his/her social abilities and his/her ICT Literacy degree. According to the theoretical framework originally designed, the evolution of e-government projects were analysed and some landmarks were identified either in the World and in the Brazilian experience. Brazilian case studies analyses helped to confirm the initial hypotheses along with this historical analysis.
