RESUMO

The aim of this research is to make two association forms between technological development rate of 31 OECD countries, based on National Innovation System (NIS) theory, and external accounts, represented by trade balance, current account and high-technology exports. The two association forms are NIS ranking and dispersion analysis for years 1997 and 2007 independently considered. In terms of these associations, nine representative variables of Nelson’s (1993; 2006) narrow NIS concept – patents, R&D expenditure, researches, internet penetration, telephone penetration, GPD per capita, education expenditure, published articles and domestic credit to private sector –, were selected and submitted to Factor Analysis with Principal Components. Two unpublished index were estimated for the proposed associations, involving orthogonal factor scores from Factor Analysis and multiple regression by OLS method among the first index and the NSI original variables, respectively. The first index, called Partial Development System, was used in the 31 NSI ranking. This index served in orientation to tabular inquiry about the relationship between NSI development and external performance. The second index, called Development System, was used in dispersion analysis. The indexes captured very well features of all NIS, revealing an association of same direction between ranking and graphics: the national institutional structure that promotes generation and development of innovations and new technologies is not strongly correlated with national external performance through all correlations are positive. The graphical correlation between both is not null for 1997 and 2007, but it decreases at considerable magnitude between them. Therefore, technological development of one country from OECD, represented in this research by NIS concept, is not crucial or absolute on determination of balances on trade balance and current account and high-technology exports.
