RESUMO

This thesis aims to analyze the Brazilian foreign policy in the Post Cold War period, in relation to international security, specifically considering the regional trend and the new security issues that arise from its immediate surrounding. In this sense, it is evaluated the importance of the regions for the contemporary international relations, because of this, the South American security scene , its actors, concerns and priorities are examined and, therefore, the challenges placed to Brazil as a relevant actor in South America. Brazil attempts to build, by means of the union of South America, convergences and political answers to the trend of militarization of the security in the Andean region, from the implantation of the Colombia Plan. In this way, it is taken into consideration the dynamic of security of the region, which, on one hand, increases the interaction among the States and, on the other hand, makes it difficult the formation of consensuses and the cooperation due to instability factors that affect South America as a whole and, as such, would need to be taken into account in the calculations of the main actors of the region.
