RESUMO

Global governance can be described as a series of arrangements among actors of the international system, which take on the form of a "web" of control mechanisms. It verifies that an objective of large non-government organizations is to influence international politics through the implementation of actions in this plan. However, access to the most effective spheres is not always possible for non-state actors, or the spheres have a set structure which guarantees the preponderance of powerful actors. The trading of transgenics is the target of international coordination due to a necessity to standardize various procedures related the administration of its risks. In this last plan a large difference of opinion was noticed, markedly political as much as the principles which should be adopted as international references. However, the regulation proposed by the Commercial Regime prevails in the multilateral trade relations, particularly running contrary to the stand defended by large organizations from the European Union Social Society. Therefore, this dissertation proposes to analyze which opportunities structure one of these civil actions, the campaign "Say No to Genetic Engineering", looks to use in order to ultimately act over governance for transgenics
