RESUMO

This work analyzes the routes and the legitimacy of the public institutions of superior education in Brazil from the decade of 90. In a first chapter the referencial from four theoretical sources is presented. Of the first one, the Theory of Organizacional Decline, is apprehended the importance of the internal and external environment in the definition of the legitimacy of the organizations. The ambient perspective is extended through the Institucional Theory, according to which, beyond the environment technician also has an institucional environment characterized by beliefs and institutionalized myths, in which external pressures stimulate the isomorphism of the organizations. In the recognition of that the reactions to the environment can be perceived of form differentiated for the agents, and that these can select which are the important ambient aspects for the power to decide process the Theory of Interpretativos Projects is presented; beyond the Theory of Dependence of Resources, according to which no organization is capable to generate all the resources that e needs, therefore, it needs to get them in the environment from other organizations. In the second chapter of the work, considering that an institution if legitimizes when it fulfills its paper, is presented a historical vision concerning the paper of the public universities in the country, with prominence for the recent transformations in the governmental politics that the environment composes in which these organizations are inserted. The third chapter is the methodology of the work: a study of case, carried through from halfstructuralized interviews, that have as analysis object the Federal University of Uberlândia. In the last chapter, using as base the quarrels presented in the two first chapters, are analyzed the interviews having aimed at to identify from the perception of which are the paper of the Federal University of Uberlândia, if this institution has fulfilled to this paper and which the impacts of the ways that this organization has traced on its legitimacy.
