RESUMO

This dissertation aims at providing an initial overview of "Roots Tourism or Cultural Inheritance Tourism in the state of Bahia under the perspective of local, sustainable and inclusive development, having as subject (Afro) Ethnic Tourism, as this segment has been denominated on the government strategies. The first goal attempts at capturing the dynamics of this tourist segment addressed to Afro-American market in the United States, motivated by search of cultural inheritance in Bahia, starting with two specific cases: Pelourinho/Salvador and the Good Death Festival/Cachoeira. It tried to map the existent offers, the involved social agents and the different manners of appropriation of ethnic cultural aspects in tourism. The research process developed in this study shows that this special and seasonal tourism has been highlighted by the demand, involving a net of several social agents with distinct interests and unequal power relations. Recent governmental strategies for this tourism in Bahia are present in speeches other than concrete actions. These strategies have not been planned in a democratic way, so that it comes to be culturally sustainable, socially inclusive and sustained economically. Therefore, the development of the (Afro) Ethnic Tourism still represents a great challenge to be faced not only by the State, but also by all the ones directly or indirectly involved. Taking into consideration the expectations and tourists perceptions, this study shows that Bahia is concerned as an important destiny of African Inheritance, representing a positive aspect for the increment of this tourism. However, the social economical inequality in which most of black-mestizos from Bahia live and the racism still present in the country, are subject to criticism even for those tourists part. These factors can interfere in a negative way in the competitiveness of Bahia in the international route of the African inheritance. Finally, it presents some considerations for better qualification of this special tourist segment without intention of neither draining the theme nor aiming at being conclusive.
