RESUMO

The purposes of the Project are: to make a strong bibliographical review aiming to get an idea of catarinense occupation process and territory exploration, also focused the real situation of familiar agriculture in the economic formation of Santa Catarina State (SCS); to analyze the effective ambient legislation for SCS; suggest new considerations about SCS territoriality based on IPEA/IBGE/UNICAMP and Professor José Eli da Veiga methodology, considering the real importance of rural area about dynamic economic spots; analyze the principals polemic items of Catarinense environmental code and suggest an integrate participative planning that uses as spatial reference micro region mainly watershed region. Besides, the research shows some data and worries that consider the agriculture people as a real leading figure of sustainable development. Thus, the agriculture people produce the food and are the guardian of natural resource. In the end, as a conclusion its clear that it is necessary to have a territorial development contracts with rights and duties for each agriculture, that guide to the established in the beginning of this work. By this way, it will be easy to create a collective reality which will get strong the social capital based on social vitality for SCS
