RESUMO

The study approaches the socioespatial transformation of Ceará, denoting the modernization proposal of the State. Highlights the abrupt transformations on the territory, where come from the conflicts between the archaic condition and the modernizing pretentious face, aiming to implant ways for the territorial fluidity. That has come true through political decisions favorable to the productive sectors: fruit production, tourism, services and industry. This bound between the actions of the State and the profits for private sector has as effect several transformations that reflect on the territorial restructuring of Ceará. Therefore, the sociospatial reorganization of Ceará based on archaic structures self-intended modern and modernizing. The government of Ceará sought to destine investments for several areas by the implantation of new systems of engineering in its territory. The space prior used for a determined function, now assumes others and fits itself according to the demands of the market, with technical forms. This study aimed to analyze the territorial policies implemented by the government in the last decade of the 20th century and the sociospatial transformations due to this model of public administration. The methods consisted in analyzing the huge projects of the last decade of the 20th century seeking to comprehend the implantation of the fixed in the territory, new objects and instruments associated to them, characterizing the territorial restructuring through the diffusion of territorial policies at specific points of Ceará State. The analysis reveals centralization in fragments of the territory and in some economic sectors. What concerns to the attendance of the population, the new territories are destined to the interests of the productive sector, excluding the resident population, acquiring a concentrated, excluding and elitist character.
