RESUMO

The 70‟s capitalism restructure, involving changes in the overall pattern of accumulation and the mode of regulation of the system (globalization, flexibility of production etc.), set a new environment in which Information and Communication Technology (ICTs) make it essential as regards the issue of regional development. All production processes, adjusting to the need for flexibility, and more communicative many cases become intimately linked to the expansion of ICTs. Investments in these sectors, therefore, become the sine qua non for integrating the local economy in global and regional development. In that sense, it is clearly the importance of the state and its public policies in order to expand ICTs in the region, both in relation to investments in infrastructure and telecommunications networks, and qualifying the society for its use. The objective of this study is map implementation efforts and expansion of Information Technology and Communication in Brazil and World analyzing public policies adopted for the sector in Sergipe, in recent years.
