RESUMO

Nowadays, it is possible to sense a context of recovery of the importance of the state presence in contemporary societies, where governments have been adopted policies of local development with a focus on generating employment and income for the population, especially at the municipal level. Such strategies of local management are adopting the concepts of solidary economy to struggle against unemployment and providing building \"selforganizing\" organizations based on cooperation and appreciation of the concepts of democracy, participation and citizenship. To implement these policies, new forms of social organization have emerged and developed, with particular emphasis on networks that involve the public sector, academia, civil society organizations and social economy enterprises. Therefore, the objective of this work was to study a cooperation network for development in solidary economy in the city of São Carlos, aiming to identify which would be potentize aspects of this alternative of development from interorganizational social networks. The research was exploratory and data collection was semi-structured interviews with the leaders of ten organizations participants of the network. The results indicate some features that can contribute for the formation of cooperation networks for development in solidary economy and to build a public policy on this topic, focusing on cities with similar socioeconomic characteristics of São Carlos. The main ones were: heterogeneity of the actors, presence and performance of an actor from the government, transversality of the municipal public policy, presence and performance of a Technological Incubator of Popular Cooperatives, engagement with external stakeholders, creation of spaces for discussion and dissemination of the solidary economy, availability of a physical space and enhancement of participation of the enterprises. Thus, the conclusion is that the cooperation network of São Carlos is at an embryonic stage, with a high potential for consolidation and that it has significant influence on the development of solidary economy in the city, despite its complexity and particularities. As suggestions for future research are the study of the network evolution over time and focus on the perception and the needs of enterprises, because they are the direct beneficiaries of the action of the network.
