RESUMO
The sub-utilization of public estate in urban areas is a problem that hurts the development of the cities and decreases the welfare of their populations. In the first part, the paper analyzes this situation as inferior equilibrium in a model of critical mass with multiple equilibria. Public policies that act on the public estate or on the coordination among the agents may start a process of recover of the area, with potential gains for all. In the second part, the model is applied to the central part of São Paulo, that became decadent after the depart of some activities and remains in this situation despite its urban equipment and centrality.
