the competition for the urban land. The search for housing functions as motor, or sometimes as plan of deep, to peoples, or groups, create yourself territories, that can present nature politician, economic or cultural. In the Vila Velha Housing Development the territories had been constituted, initially from the competition for the urban housing, being mediated for the action of the State. The present research intended to analyze the conflited process of formation and appropriation of territories in the Vila Velha Housing Development, since this territories are result from solutions for the problem of the popular housing in the local, understanding, thus, the habitacional dynamics in the process of spatial production. The State, through public politics, tried, and still it tries, to minimize the problem of the habitation. Its action does not occur separately, therefore it acts, also, connected with popular organizations, as well as, with the capital. Therefore, there are three producing agents of the space who acting in set and/or separately, promoting the social-spatial dynamics in the metropolis. The State and popular organizations are being captured for the capitalist logic of mercantilization of the urban land, factor that generates contradictions between its action. This reality was perceived in the Vila Velha Housing Development, example of popular conquest, State action and games of power. The Housing Development is characterized for the space broken up in territories, that are related to the habitacional question and the attendance to that they do not possess access the worthy housing. The game of power existing in the housing development is proceeding from the conflicts that support the maintenance of the territories, supporting the continuity of the misery of the population manipulated for these agents.
