RESUMO

The usual models for dam monitoring were developed from informations taken from the observations made on the behaviour of the instruments ínstalled at those structures. The aim of those procedures are to check and confirm some hipothesis on dam safety, made according to the design criteria. The so called deterministic models may be considered as low performance for dam safety, because they only take in account civil engineering concepts, related to rheological properties and construction techniques. From the detected need to develop a new and more reliable approach on dam safety, a new proposal was made, by working on the processes of interpretation and diagnosis of dam behavior, and emphasizing the potential of risk and failure probability as essentials to the behaviour analisis and prediction. This allows the introduction of new tools, to determine the ascendancy of new factors, as those time-dependant ones, like environmental conditions- internal and external- , on the dam stability and reliability. The main restrictions made to the conventional models for dam monitoring are related to the limited capacity to performance prediction, the sceneries setup of for the future. Those models doesn t take in to account the environmental interferences, the lifetime of the projects, and the evolution on construction and material technology. And, must be emphasized as decisive, those models cannot provide immediate and reliable information ín case of need. By an comparative evaluation between the monitoring pratice and postures, the model emphasizing the performance modelling ís suggested, as enough good to surpass the present limitations, getting an continuous and gradual improvement, formatting and completting the systems and structures of the whole organization. Some limitations, as the single characteristics of each structure, the punctual sampling taken from the instruments, and the limitations of the instruments themselves usually are rounded by statistical modelling, allowing the achievement of consistent information to an dinamic evaluation of the reliability and safety of dams. In the universe of proposed methods to the modelling of high performance systems, that one offerred by Sink &Tuttle was choosen, by this compatibility with dam engineeering. The performance growth is supported by an analisis of the management and organizational systems, resulting on the proposal to dam monitoring. It was verified that the Sink &Tuttle s traps, identified at the administrative and technical processes, are in their headlines so presents at the dam monitoring processes, as well the seven points to be chasen in high performance models. The effects of the studies were registered, resulting in a new concept for dam &structures monitoring, checking its suitability to the Quality concepts, focused on the performance improvement. The proposed model was made valid from an evaluation of the usual models, made by a well experienced team, in which a trial to measure the dam monitoring results was made
