RESUMO

This document intends to considerer the age, the aging process as a biological and a social problem in the same way of its protection and pretends to register what becomes a journey of the elderly throughout the history of mankind, attempting to its values in different civilizations. Watching the consequences of aging, we try to find out an answer to the question "how old is the elder?‖ The dynamics of aging in Brazil are studied using statistics compiled by the Brazilian Institute of Geography and Statistics (IBGE), data from the National Household Sample Survey (PNAD) and analysis performed by the Institute of Applied Economic Research (IPEA). In dealing with social protection for old age, it is a comparative observation of international experience in different systems such as Belgium, France, Spain, United States and the characteristics that identify them. Visible forms of protection for the elderly adopted in Brazil since the colonial period, the services developed by the Santa Casa de Misericórdia, and concluding with our current social security system. The content of Brazilian protection system is presented in detail, as the actions of health, welfare and social security, highlighting the services and benefits that are offered, such as the Continuous Cash Benefit (BPC). This paper also analyzes the improvement aimed by the elderly, under the legal aspect. Finally, consider the challenges that result from an aging population, especially those who require a system of protection against the vulnerability, which means the maintenance, expansion and sedimentation of achievements, trying to consolidate a state of social welfare that brings affectivity to citizenship.
