RESUMO

This work presents a proposal for the construction of a Forest Information System for Brazil SIFLOR-BR as a tool of strategic management for the Brazilian forest sector. For such, the forest information system of countries like Finland, Canada, The United States and Chile as well as international organizations such as FAO, ITTO and GFIS and the systems of forest information already existing in Brazil was analyzed. In Brazil such information was used regarding both the federal and the state governments. The aim was to identify and select thematic modules and the most relevant forest information that are to be offred by this system. The methodology that was used lies on the Participator Design PD along with a set of 12 thematic modules and 56 principal sub-themes (relevant kinds of forest information) in order to be evaluated by a group of people (the Judges method) by means of an on-line questionnaire. A SWOT analyzes was made to appraise both the weak and the strong points, the threats to SIFLOR-BR and the opportunities that it may offer. For the rating of the data, statistic analyzes were used with emphasis on the principal components and the hierarchical clusters. Aiming at being used by SIFLOR-BR mostly, 45 sub-themes were selected and grouped in the following thematic modules: Forest Coverage, Forest Production, Industry of Forest Basis, Market of Forest Products, Technology of Products, Forest Biodiversity, Economy and Forest Statistic, Teaching and Research, Non Wood Products, Firewood and Forest Residues. The system proposed will count with three main structures: institutional, methodological and operational.The institutional structure is made of a coordinating institution, three consulting levels and the partnership institutions, which are the providers of information for the system.The methodological structure proposes an intelligent system with the arquitecture of the type Service Oriented Architecture (SOA) of interoperability and the set of sevices (web services) with patterns in XML, working with information and shared services. The operational structure considers the architecture of the system, the internal and external sources of data, the mechanical management of the data bank as well as the information directory. Taking into consideration the scope of this study, the forest vocation of the country and the need for the reliable and updated systematized information for the forest management, on conclude that SIFLOR-BR shows it self as an indispensable tool for the planning and for the strategic administration for the Brazilian forest resources.
