RESUMO

The purpose of this work is analyze the Program University For Everybody PROUNI, while public politics of access at the superior teaching. For this make itself necessary, to understand the direction by that the education politics take, in the sense of private of the Superior teaching in Brazil, in the Luiz Inácio Lula da Silvas first mandate, giving continuity at the neoliberal politics of his antecessor. Then, rescue the model of expansion of the superior teaching adopted by Brazil along the time corroborate in the comprehension of the leading gave by Lula government, relative at the access at this level of teaching. The study discuss questions related at the paper of the state in the capitalist society; the influence of the globalization, of the neoliveralism and of the international organisms, in the public educational politics, and the revindication for the bigger qualification of the force of work. Its important the study that questions the disproportionality of the public and private sectors, in the model of expansion of the superior teaching in Brazil that, beyond dont resolve the problem of the democratization of the access, finished by generate more problems, because, at to privilege the private sector, the state retracts its preoccupation with the immediate interests of the agents of the market.
