RESUMO

The Brazilian Family Health Program (Programa de Saúde da Família PSF) is considered by the Ministry of Health as a primordial strategy for organizing Primary Healthcare within the Unifed Health System (Sistema Único de Saúde SUS), so that the assistance offered to users is made under a new logic, different from the traditional practice in the health services which not implemented the PSF yet. The objective of this dissertation was to analyze the PSFs potentiality to fight difficulties of SUSs consolidation. We attempted to understand the PSF as a contradictory phenomenon, which takes the perspective of materialization of SUS, but, on the other hand, its operationalization imposes limits to this materialization, because it shows difficulties to assure the concretization of the SUS principles. This research intended to go beyond the technicist approaches, very common among evaluative researches in the health field, which are in nature more operational and are limited to an analysis of social programs or policies because of their objective, focusing on evaluating effectiveness, efficiency or efficacy. We sought a relation between the PSF and the health policy context as a Social Security policy in Brazil, putting the program as a political strategy of a social policy, analyzing its development and institutional structure trajectory, showing its dimension, meaning, coverage and functions. The presented idea considers health policy and PSF analysis as a whole, incorporating the main aspects that constitute the program, revealing the contradictory character that exists between legal determinations and operationalization, as well as articulation both of structural determinants and social and political forces that act in its formulation and execution.
