RESUMO

This dissertation is part of the production conducted by the Research Line History, Policies and Education, PPGEd/UFMS. The object of the investigation is the Program called Conexões de Saberes: diálogos entre as universidades e as comunidades populares - PCS (Knowledge Connections: dialogues between universities and popular communities), which was implemented in 2005 in Campus do Pantanal, Federal University of Mato Grosso do Sul (CPAN/UFMS), in the city of Corumba. The main objective of the paper is to analyze the implantation and implementation process of the Program, in order to investigate the role of affirmative policies regarding the possibilities of the working class young peoples access to the university, as well as their permanence in higher education courses. The investigation is based on a historical approach of the object, which is studied in the process of genesis, development and transformation, by showing the relation between the PCS and the needs of the contemporary capitalist society. The following procedures were adopted: 1. Analysis of secondary sources (journals, books, dissertations and theses; 2. Analysis of primary sources (official publications, bibliographical material and documents written by the participants of the Program); 3. Semi-structured interviews with the PCS coordinators, and the application of a questionnaire to scholarship holders and volunteers from the first year of the Program. The information gathered indicates that the proposal to facilitate access and guarantee permanence in higher education courses, evident in the official speech, does not materialize as such in the implementation of the PCS in CPAN/UFMS. The result of the research elucidates how fighting inequalities in affirmative actions, by means of education, especially in higher education institutions, is limited by the contradictions of a society that is constituted by the affirmation of inequalities.
