RESUMO

This study aimed to dissertative understand the role of first lady Luíza Távora in social management in Ceará during mandates of her husband, Virgil Távora, state executive in the years 1963-1966 and 1979-1982, while returning to power . And the following objectives: discuss the role of Lois Távora in public and private spheres and understand the roles played by her in the social. The study is characterized by the use of memory, having profited primarily oral history, with the completion of seven interviews with people who worked in the media during the second period of management Luíza Távora, and is using the files available in the Collection Virgil Távora and newspapers of the time, for the two periods. In the study, it was concluded that: proposals for office in that period were in constant conflict, presenting a hybridization between modern and traditional, public and private. Thus, to demarcate two distinct moments in the performance of Luiza: the first term, with the first experience of planning, and the alliance with the Catholic Church and volunteering as flagship, which puts the state in the role of more than alternative executor, and Lois as a woman-meritorious, and the second term, marked by greater emphasis on technique, bureaucracy and planning, with the shares being coordinated and implemented by the state, having as main feature the work of professional experts in each area intervention, and Luiza woman as chief. Thus, it appears that the role of the social Luíza Távora presented itself hybrid: a laod sought to innovate in the social giving emphasis to the technical quality of services, with the introduction of the plan, with the expansion of the number of visits and services, but on the other, the projected figure of benevolence and charity, calling the attention of other, associated with the Christian sign and "feminine" love of neighbor and the poor.
