RESUMO

The subject of the present dissertation is the Return of Brazilian national cinema, since the creation of the Audiovisual Bill, in 1993, up to the creation of ANCINE in 2003. Two questions guided this research: do we need to have national cinema? What kind of cinema do we find desirable? Both questions require reflecting over three aspects, which constitute the cinematographic phenomena: the mass culture industry, the Audiovisual policy and the imaginary. The first reflection investigates whether it is possible for the movies industry, whose goal is to serve the markets economical interests, to produce insightful works. The second one discusses the conflict of interests between Brazilian filmmakers, foreign companies and the National Government in debating the adoption of protective measures to benefit national cinema. The third one interprets the films Cronicamente Inviável and Terra Estrangeira, relating them to the abovementioned aspects in the light of the social environment in which they are inserted
