RESUMO

The health care decentralization process has given municipalities the responsibility for building city health systems which take into consideration local realities such as epidemiology indicators and local needs in order to program the actions and health services they will offer, observing the principles of universality, equity, and integrality of attention. The purpose of this study is to characterize the programming process of the Basic Health Care and Health Surveillance Coordination Units within the context of formulating and implementing the Municipal Health Care Plan. An exploratory qualitative study was carried out in the Health Office of a medium-sized Municipality in the Northeastern Region of Brazil. In order to restrict the range of this research, the following issues were raised: 1) what programming practices were carried out by the Basic Health and Health Surveillance Units in 2006-2007?; and 2) are these programming practices coherent with the content of the Municipal Health Care Plan for 2006-2009? Data collection was conducted through semi-structured interviews with key informants and document analysis. During the data analysis process, three categories were defined: 1) people responsible for the programming process; 2)knowledge, information, and tools utilized in the programming process; and 3)observance of the Municipal Health Care Plan in the formulation of the program. The researcher used an analysis strategy based on analytical categories, defining the conceptual elements of the practice under study as the basis for comparison with the findings of the study. It was observed that there is coherence between the programming tools used to articulate the actions and the content of the Municipal Health Care Plan. However, there is little correlation with the financial resources made available, although some of the limitations of the Municipal Health Care Plan have guided the programming process for health actions developed by the Basic Health Care and Health Surveillance Coordination Units.
