RESUMO

This thesis provides a perspective for nautical tourism as an occasion of reorganization of the territory. In order to make navigation as leisure, recreation and tourism a subject of public interest, it seeks to provide subsidies for planning schedules and raise the collective mentality to expand opportunities and benefits to the propensity of coastal boating. The call for a dynamic flow around the object requires systematic regulatory measures by the authorities concerned, the highlight: the Brazilian coastal zone, as a region planning policy, and the municipalities of shore / sea. Traveled through a methodology based on geography, this thesis addresses the challenging pragmatism in favor of the discipline, bringing evidence under a fresh perspective. Discusses the phenomenon of leisure ports through interescalarity, through different approaches based on suitable concepts, integrated into the intelligibility of the object. Such scales pass through power of the state, territory used and lived space. It addresses to how tourism is inextricably linked to other theoretical fields already established in the quest for proposing a knowledge not merely technical, but complex and to be confronted by current territorial policies (municipal, regional and national levels). It is through tourism that leisure ports are to be constituted in workplaces, urban ambiances legible and sources of prestige to the coastal cities. The guidelines that focus on the organization of the territory shall be done from different sectors and find in some spatial scale integration of plural interests, detailing the balance of power in favor of the social space. This plot is necessary to stimulate the predominance of horizontal relationships in the spatial organization. In the midst of this abstraction is territorial planning. Revised through the marinas, current expressions of leisure ports, may suggest confluence of interests to the city and the sea on the Atlantic coast. The implementation of a nautical tourism program is widely recommended on the agenda of the Brazilian coastal region, since become fit and ecologically based and gives the use of domestic technologies. Recognizing the nautical skill of some maritime cities is giving them new opportunities while territories. United by this propensity, places can be a region of solidarities in response to the hierarchical relationships that inhibit the formation of new spatial organization and reunions between society and nature.
