POLÍTICAS PÚBLICAS DE EDUCAÇÃO INCLUSIVA: DAS NORMAS À QUALIDADE DE FORMAÇÃO DO INTÉRPRETE DE LÍNGUA DE SINAIS

RESUMO

This dissertation has as study object the public politics of inclusive education for deaf people, basing its development from the rights of this individual on the educative context of superior education, of the presence of the interpreter of language of signals in the universities and of the conditions of formation of this professional. The general objective was to analyze if the current inclusive public politics normalized, in fact, the formation of the Interpreter Language of Signals in Superior Education, being overcome as starting point the existing Educational Public Politics. With this intention, one searched to understand the deafness from the conception partneranthropologic, who allows to recognize the Deaf person and its necessities in its dimensions social human being and, and to analyze the historical trajectory of the inclusion of the deaf individual in the society, being approached itself subjects as exclusion, segregation, integration, inclusion and deficiency and difference. To support such analyses it was necessary to understand the politician-institutional dimension of the actions directed to the education of this citizen, discoursing itself concerning the public politics that normalized the educative process of the Deaf pupil in Superior Education, of the formation of the Interpreter of Language of Signals, as well as of the public politics that regulate it and of the ways and instruments that the institutions of Superior Education make use for the formation of this professional. Thus, the study it was structuralized in two distinct stages: the first one, from the elaboration of theoretical referential that subsidized the analyses on the related subjects; e second, under the form of Exploratory Research, elaborated with intention to identify the positioning of the inclusive education in Superior Education and of the formation of the Interpreter of Libras under the optics of the Public Politics. This second stage was carried through from interviews made with responsible professionals for the area in three institutions of Superior Education (Universidade Tuiuti do Paraná (UTP), Pontifícia Universidade Católica do Paraná (PUC/PR) and Centro Universitário Positivo (UNICENP), all located in the city of Curitiba/Pr, and two official agencies, the Secretaria de Educação/Departamento de Educação Especial (SED/DEE) and the Federação Nacional de Educação e Integração do Surdo (FENEIS). The gotten results had demonstrated that even so the vision that if has of the Deaf person and the deafness in the society contemporary has evolved, what it can be evidenced even though by the fact of some institutions of superior education to reveal frankly pledged in the best formation of Interpreters Language of Signals with a solid formation of superior level, the quarrels on the subject still must be intensified, be extended and permanently revised, in order to propitiate the necessary conditions for an inclusive education of fact and right.
