Políticas federais de desenvolvimento regional no Brasil : uma análise comparada dos períodos pós-guerra (1945-1964), pós-golpe militar (1964-1988) e pós-Constituição Federal de 1988

RESUMO

This essay aims to review and compare experiences of policies of regional development carried out by Brasils Federal Government. Federal iniciatives for regional development were analysed for the periods: Post-War (1945/1964); Post-Military Coup (1964/1988) and Post-Federal Constitution of 1988 (1988/2009). First of all, theoretical referencences of the policies of regional development are presented. This review sugest the existence of three distint fases: Developmentalist, Neoliberal and Neodevelopmentalist. Then, an overview of the context, along with the analysis of national and regional plans, programs, institutions and investments resultant of federal policies for regional development of Brasil, are presented for each period. Based on the indications of the theoretical referencences, the fases Developmentalist, Neoliberal and Neodevelopmentalist, are then identified. The elements analysed of each period are then compared, making possible to conclude on differences and common aspects of the adopted policies in the diferent periods of the study. The conclusions present elements that stood out in the analysis, as a contribution to the reflection and evaluation of regional development policies under way.
