Políticas educacionais e a gestão escolar : os requisitos que compõem o perfil do diretor no contexto da escola pública

RESUMO

Educational institutions are challenged to make gradual changes on implementation of new educational policies under the political, social and economical transformations in the present context. As a consequence, at the end of the 90s, state schools were established the implementation of the democratic administration standard. Facing that situation, researches bring the discussion up about School Administration, considering the accomplishment of the educational policies under the point-of-view of the State School Directors profile. Such considerations allow the proposal as a research problem: What is the perception of the Education professionals about the requirements that compound the profile of the Director under the state school context? The goals of this research are: To analyze the requirements that compound the profile of the Director, under the perception of the state school professionals; to identify the requests that compound the profile of the School Director and his/her democratic administration. The School Administration studied on this work has determined the typology of the research under the qualitative approach as it is considered the most appropriate to the development of this work. The analysis about theorical aspects is introduced into two chapters. The first, analyzes the Educational Administration context based on the determination of educational policies (national, state and municipal) and treats the issues about the Primary State School Democratic Administration, specially on the participation principle in the elaboration of the Political and Pedagogical Project at school. The second chapter of this project treats the conception of the competences on school administration and analyzes them under the Teachers Graduation. Trying to catch up the perception of the professionals that act at schools on the School Directors profile, it was studied the representativity of every sector in the composition of the sample that is part of this research. Pedagogues, 20% of the teachers, the Secretary and 20% of the general service people of eight Municipal schools were questioned. The selection of the samples is under the reason that, not only participating of the Directors election, such professionals are co-authors of the Administration Project that will be developed at the school. The process of Data Investigation is made by the Delphi technology and such process has allowed the drawing of the State School Directors Profile, based on the requirements showed by the Education Professionals of the investigated schools.
