RESUMO

In this work we verify how the route of the paranaense educational politic was effected, in the transition of the notion of the priority to “the centrality of the Basic Education”. So, in the period studied, we evidence that the route that allowed the transition of the priority to “the centrality of the Basic Education” us the reflection of the conditions that emerged between the capital and the work, through new relations among the international, national and state interests that are imposed to carry on the cumulative capital process in a world scope. With this aim, we took the route of the construction of the “centrality of the Basic Education” in an international, national and state level, having always as a reference process of the cumulative capital, responsible for articulation/new articulation inner and external interests, talking about the questions of economy, politic, social and the educational process. The research that was done, showed us that, from the notion of the priority of the Basic Education, characteristic of the eighties, to the notion of the “centrality of the Basic Education” in the nineties, assumed in an international, national and state level, the paranaense and Brazilian politic live many processes of ideological renewal, where the education begins to be demanded as a means of access to the basic notions of hygiene, calculation, reading, writing, social rules of living together, formation of apt individuals to the work, to the consume and competitiveness, as well the construction of the citizenship, with the aim of containing/managing the poverty and the social exclusion.
