RESUMO

This research work examines the relationship between fiscal policy and federal financing of health in the last three decades from 1979 to 2008 considering the lack of macroeconomic policies, especially tax policy, that restricts the features of SUS, prevents the proper understanding of its limits of funding. Thus, the work follows the evolution of successive fiscal adjustments taxes to the country for which they were diverted resources from social contributions, for health policies, welfare and social assistance since 1988. The clash between the two approaches economic and social even in contemporary Brazil, is an explanation, if not the most important one, for the virtual paralysis of the SUS progress, in the field of finance, in a public contradiction to the progress of the systems concept, in the field of management and decentralization
