RESUMO

The purpose of this master’s dissertation is to examine the politics of teaching English as a Foreign Language in public elementary and secondary schools in the state of São Paulo, Brazil. This study is based on the theoretical underpinnings of discourse analysis. We argue that there is no possibility of analyzing the political issues concerned about the teaching of English as a Foreign Language without considering the studies that bring up for discussion the notions of discourse, subjects, ideology and history. The empirical part of this work consists of four different corpora as the following: (i) the author’s personal experience as a teacher of English in a public secondary school in the city of Campinas, São Paulo, Brazil; (ii) an analysis of the oral discourse of Brazilian teachers of English who participated in an extension course at the State University of Campinas (UNICAMP) taught by the author of this study; (iii) an analysis of a written proposal for a partnership submitted by a private English language institute to a public school; and (iv) a letter of intent retrieved from the internet with the title “Memorando de Entendimento Sobre Educação Entre o Governo da República Federativa do Brasil e o Governo dos Estados Unidos da América”. The confrontation and analyses of the oral and written data lead us to conclude that all the discourses dealing with English language teaching in São Paulo schools are highly political and ideological spaces.
