RESUMO

This thesis analyzes institutionalization process of the National Institute of Space Research (INPE) on the context of the Brazilian space policy in the period of 1961 to 2007, seeking to investigate what are the factors that contribute to an effective policy to ensure the development and sustainability of a research institution, as the INPE acquired stability to develop itself in the face of a context of political and institutional instability. The research shows how the space policy has been changing over time because of political and economic events with effects in scientific and technological development in the space sector. Moreover, there is an institutional instability marked by many changes in the institutional arrangement which is linked to conflicts between the actors involved and political and economic changes in the national and international levels. At international level were the end of the Cold War and the adoption of a policy to control the marketing of sensitive technologies by developed countries in order to maintain the technological inequality. In the national economic crisis was the early 80 s and early 90, the redemocratization of Brazil and new international insertion associated with the neoliberal reforms. These changes caused delay of the Brazilian space program and affected more the CTA than the INPE, as the INPE is legitimated by the applications that contribute to sustainable development and the CTA intended to meet the strategic-military needs that was abandoned in the 90 s. We conclude that the space policy were effective when managed to mobilize the resources of a range of national and international actors of public and private sectors, aiming to meet a variety of scientific, social, economic and environmental demands. The way that INPE was formed in a network to develop science, technology and innovation, to meet the demands of society, ensured stability for the scientific and technological development, despite changes of regime and governments
