RESUMO

It is of general consensus that unsustainability is a proof of the current development model failure which allowed altemative development proposals to come out. Thus, sustainable development has been set as a new paradigm of human development. This concept embraces several aspects among them the mitigation of human-made greenhouse intensification which would be provoking global warming and c1imate changes. The Kyoto Protocol has been set as an official mean to make some countries curb their GHG emissions. Among other mechanisms to fulfill those reductions, market-based c1imate change policy instruments, such as energy and carbon taxes, have frequent1y been proposed as efficient means to stimulate energy efficiency improvements and to reduce carbon emissions. This theses discusses aspects concemed with the . application of such instruments in Brazil, focusing GHG emissions reductions and intends to demonstrate that in the current estate of the institution structures, those instruments would not be successfull in reaching its target. It is a contribution for harmonizing energy and environmental policies discussion with the aid of a Model which allows to know the amount of income that would be collected from the imposition of a Carbon Tax. This model is considered a useful toal in discussing environmental policy focussing GHG emissions mitigation
