Politica educacional e hegemonia : a criação das primeiras universidades estaduais do Parana na decada de 1960

RESUMO

The aim of this dissertation is to analyze the historical founding process of the first three state universities of the state of Para Universidade Estadual de Londrina, Universidade Estadual de Maringa and Univarsidade Estacfual de Panta Grossa -- as the expression of a given type of educational policy. The guiding question of this investigation was: why had the government of the state of Parana founded, at the same time and through the same law, three state universities at the close of 1960s when the tendency to privatize higher education had already been apparent" This analysis was based an the presupposition that educational policy expresses the struggle to conquer and exercise hegemony among different social classes. Therefore the study of educational policy should not depend only on legal texts such as laws, decrees and official plans which are the results of a social movement present in each historical situation and that makes the inclusion of school founding projects in the administration agenda an outcoming of this process and not the contrary. The foundation of the state universities is part of a wider process of hegemonic reorganization among the dominating social groups of the state of Parana particularly perceptible in the "integrated development" plan of the governor Paulo Cruz Fimentel administration.
