RESUMO

This thesis was elaborated in the interior of the Program of Pós-Graduação in Education of the College of Education of the Federal University of the Bahia, line Education, Corporal Culture and Leisure and Group of Study and Research in Physical Education &Sport and Leisure. The Group has as objective central office to study problematic the significant ones of the práxis pedagogical, of the formation of professors, the production of the knowledge and the public politics in Sport and Leisure. One is about a carried through research-action together the Municipal Politics of Sport and Leisure of the city of Recife, that had as objective to investigate the contradictions and possibilities of one politics of sport and leisure to contribute for the emancipatória education of youth, in view of the fortalecimento of the popular classrooms in the fight for a new hegemony. Analyzing the relations between the young, the free time and the leisure in the age of the programmable machine under hegemony of the system of the capital, the salient study the paper of youth in the fight for the transformation of the social order, seeing in the cultural manifestations of the free time a strategical importance in the process of emancipatória education and defending its space in the democratic and popular projects. From the research-action carried through in the program Popular Circles of Sport and Leisure, particularly its project Sport of the Fen, whose main focus it was the youth of the periphery of practicing Recife of radical sports and of the cultures related with the movement manguebeat, the study defends the thesis of that the possibilities of one public politics to contribute for the accomplishment of a emancipatória education of youth are on the following conditions: (1) the existence of a democratic and popular management that is in tunning with the normative referencias of the politics of sport and leisure; (2) adequate budget the necessities of the project; (3) managing team and of educators enabled to the collective and militant work; (4) continued formation as systematic space of reflection and reordenação of the public politics and not as "mere qualification"; (5) contanto permanent with the scientific innovations in the sector; (6) systematization of a proposal pedagogical clear and that it guarantees the unit of the pedagogical actions; (7) the extrapolação of the actions for other spaces politicians of dispute of the government of the city. The inquiry also evidenced that, despite the precariousness of the "administrative machine" having wronged significantly its execution, the project developed one politics of accumulation of forces in the democratic and popular direction, in the measure where it contributed for the fortalecimento and creation of new youthful organisms of hegemony, in the cultural formation of organic pictures tied the popular classrooms, in the conquest and magnifying of rights in the scope of the sport and leisure, and in the rise of the conscience of classroom of the population.
