RESUMO

This dissertation, written in the form of a case study , analyzes the impact of power, bureaucracy and formalism in the application of public funds by the City Hall of Três Lagoas in the state of Mato Grosso do Sul. The research was done inside the organization, focusing on the participation of the administrative council, as a form of involvement of organized society in the administration of municipal public funds. The dissertation review focuses the themes: public administration and its paradigms, in an analysis of alternatives for managing public organizations; citizenship and popular participation, attempting to introduce discussions or participatory administration; bureaucracy and power in public organizations with the objective of showing the bureaucratic dimension and the centralization of power in public organizations. The description of this observation comprehends the relationship of the municipal executives in the organization that was researched, their relationship to power, to bureaucracy and to relevant attributions. In the field of the administrative council comprehendy, the involvement and participation of the councilors in the public administration, as representatives of organized society, focusing on popular participation. In conclusion, there is an analysis of possible options and new surverys relating to the theme, searching for alternative opinions about the question.
