RESUMO

The principal purpose of this research is to analyze Votuporanga`s city development projects during 1971, 1995 and 2006 based on the social, political and economical environments throughout these eras. Another objection of this research is to evaluate the historical public participation process both nationally and locally in respects to the public movements and political conditions as well as the opening to the organized civil society participation on the city management and planning process. In addition it presents as a reference to the development of the political and economical process particularly in the second half of the twentieth century, which is necessary to understand the institutional models and the local political processes. This research includes additional subjects as the urban progression and its expansion, dispute over territory and the instruments for urban regulation proposed by the "Estatuto de Cidade" which are available or not, in the local urban development plans laws. Ultimately this research mentions various points related to the accomplishment of a participative model of planning and managing cities depending on the government and society involvement. The research is in hopes for a new perspective of the dialog between several social citizens and the local political powers.
