RESUMO

In the world under the threat of climate change, diversity and intensity of risks to which society is subjected rise alarmingly, especially for urban populations living in vulnerable situations. Environmental changes that occur in the 21st century will affect all forms of life on the planet and the species will depend on its adaptability and resilience to survive. This paper aims to conduct a general study of the perception of climate change and environmental risks from the community leaders living at Varjão administrative Region of the Federal District, a city characterized by its ocial and environmental condition of vulnerability. Aspects related to risk communication and perception of environmental risks from the local administration were also approached. The research is characterized by the use of a combination of qualitative and quantitative approaches, mixed method, with exploratory and case study approach, which used for data collection: document analysis, questionnaires, interviews and observation. Forty-eight participants were interviewed from the Varjão community leaders, plus the regional administrator. The field research was conducted in November 2011, in the early reainy season, for twenty-five days. statistical analyzes and content allowed to describe, infer and interpret the data collected. We analyzed the imagination of those interviewed about the henomenon of climate change, their temporal and spatial dimensions, and the perception about human responsibility in climate impacts. The approach to environmental risk perception, fourteen were considered threats, and noted on the form, the degree of perceived frequency of occurrence and impacts generated by these threats. With these values, we calculated the level of environmental risk to people, property and environment in Varjão. The results revealed that the respondents have the perception that climate change already being felt today and their impact will be large, and concern about this issue amounts to other problems such as violence, poverty. climate change causing "fear" to most participants, and they consider themselves poorly informed on the subject. For most of these changes have anthropogenic causes and participants consider themselves responsible for it. Through the perception of environmental risks, identified the main risk sites, they are: heavy rain, runoff and flooding and location of residential blocks that have concentrations of risk. Risk communication is not performed by means of specific channels for this occurs and impacting the defective population. The environmental risk perception by the regional administration of Varjão is restricted to the consequences of adverse events arising from environmental problems, reflected in a reactive posture.The results of this study may be used by civil defense of the Federal District and the regional administration for the management of environmental risks in a participatory manner in Varjão. Studies seeking to understand the perception of climate change and environmental risks simultaneously, using a mixed methodology in the Federal District are innovative and can contribute to the implementation of a district policy on climate change. The methodology used in this study may be adapted for use in similar situations.
