Percepção de gestores e técnicos sobre o processo de gestão de competências em organizações no Brasil

RESUMO
The present study has as objective to know the perception of the managers and technician regarding the process of competence management in Brazilian organizations. This also investigated if these perceptions differ or not according to the sex, the scholarship level, the remuneration level, as well as in relation to the time of existence of the processes of competence management in the organizations. For such, it was constructed and applied a questionnaire, that was submitted to judges validation and semantics evaluation. This questionnaire was applied in a sample of 59 participants, representatives of 38 organizations that act in diverse regions of Brazil and that possess models of competence management implemented. The research instrument contains 25 items, associated to a Likert scale of 5 points. Regarding the methodology, this study may be classified, related to the ends: as a descriptive, exploratory and applied study, and according to the ways: as a bibliographical and a field research. The numerical results to the items of the questionnaire had been submitted to the descriptive and inferential statistical analyses and had shown that, in agreement, with the searched ones, it has predominance of the model of competences praised by the French School; most of the organizations possess the process implemented for more than two years. For analysis of its results, the answers had been grouped in two great factors: utility and objectivity and justice. In general way, the evaluations had tended to be positive, however, it has a significant percentile of answers that if locate of neutral or negative form in relation to the process of competence management. It was also observed that it has a statistically significant difference, demonstrating that people with raised remuneration tend to perceive in a more favorable way the related factors to the objectivity and utility and justice in the process of competence management. From the answers of the participants, in the open fields of the questionnaire, one perceives that there still has a lack of alignment between what it must be (theory) and what it is possible (interest of worker x interest of the company, organizational performance x people performance) to implement in the daily basis of the organizations.
