Participação, representatividade e legitimidade na construção de políticas públicas: a experiência da CIEA-BA, 2003-2006

RESUMO

In this research was performed a qualitative analysis on the legitimacy of the Commission for Environmental Education Inter State of Bahia - CIEA-Ba from the following parameters: participation, representation and collective management. The benchmark epistemological background from these research was provided of thought complex, found in the production of Edgar Morin and the subjectivity theory of Fernando González Rey, while its basic theoretical and conceptual was designed from the thought of Boaventura de Souza Santos. The timing period for the research it is since the creation of the Commission until the completion of the draft of the Law for Environmental Education State of Bahia (2003-2006), in which the researcher experienced every step as a constituent of the protagonists of the process. Among the main guiding questions, sought to: How to verify the legitimacy of spaces collegiate bodies? What factors should be considered in this analysis? To answer to those questions data were collected primarily and secondarily, subsequently analyzed by means of analysis of the methodology of the content. The technique used to put together the secondary data was the collection of information available on the executive secretary of the CIEA-Ba, while for the primary data, opted for the implementation of a questionnaire to members of the CIEA-Ba. Among the three segments interviewed (governmental, social and productive), the social highlights segment with a more expanded notion in relation to the other on participatory processes, democracy and social representation. The results indicate that the perception of members of CIEA-Ba, the legitimacy of the comission members is associated primarily to the representation followed by participation and collective management. Among other findings of the research in the field, we can conclude that the experience of CIEA-Ba in the construction of the State Environmental Education Act (EA) was the attempt to innovate the way to participatory management in the direction of a non- hegemonic model of democracy . Finally, it was observed that the legitimacy conferred by the Commission members was justified by its internal management (driving and methods) and space for participation by presenting perceived shortcomings in relation to its representation. We emphasize that these findings do not close the possibility of deployment of this research, but a contribution to a dynamic process of construction of knowledge.
