RESUMO

This dissertation seeks to describe the Joanópolis Citys population mobilization process, with the intention to understand the community participation in the city Director Plan building. It searches also the main theorist principles related to develop the social education process that enables an active community participation in the public policies construction. The methodology used in this dissertation is qualitative that enables the actions information objective treatment and it takes in also the decisions active part. The dissertations contribution is available one social educative methodology to political pedagogical agents to elaborate Directors Plans in small and medium cities.
