Participação de grupos empresariais em negociações comerciais : o caso das negociações entre Mercosul e União Européia (2001-2004)

RESUMO

The objective of this thesis is to discuss the participation of business groups in trade negotiations. I analyze the relation between the Brazilian Business Coalition (CEB, from the name in Portuguese) and the Ministries of External Relations (MRE, from the name in Portuguese) and of Development, Industry and Foreign Trade (MDIC, from the name in Portuguese) in the context of the negotiations between Mercosul and European Union (2001-2004). Based on interviews given in the second semester of 2007 and in the analysis of documents and specialized magazines (published in the period 2001-2004), this thesis identifies, on the one hand, the trust relation established between the CEB and the MDIC and, on the other hand, the political and technical aspects of the interaction between the CEB and the MRE. In the final remarks, I discuss the meaning of the interactive pattern established between the CEB and the MRE, so as to identify some possibilities to future researches on this subject.
