Participação, cultura politica e modelos de gestão : a democracia gerencial e suas ambivalencias

RESUMO

In the present research, the theme of cultural and institutional impacts of the participatory experiences is ana1yzed from the perspective of the relation between two distinctive and interrelated structuring forces: the management model and the local political culture. The empirical reference of such analysis is the "Rede Crianca" Project, an experience of shared management undertaken by the Municipal government of Vitória, in the state of Espírito Santo, Brazil. Participatory public spaces are inserted in contexts marked by various tendencies and influences and can serve, at the same time, as sources of important reorientations and displacements, bringing new and more democratic scenarios. But they can also act towards the maintenance of more traditional and authoritarian features already present in the contexts they operate. The persistence of "particularism" as a dominant politic institution in a context of an increasingly complex and enlarged decisional arena poses again the issue of continuity and ruptures in the patterns of relationship between State and civil society
