In the Administrative Reformation of the State, the agreement on citizenship and Rights Politicians of the citizens for the beneficiaries of the Program Stock market Family are considered an excellent for the improvement of the accessibility to the public services and for the improvement of the exercise of the active citizenship, breaking itself of the beginning of that citizens how many to its rights politicians they tend to demand of the power public, services of more good quality. It`s questioned where measured participation citizen of the users in poverty situation, contributes to facilitate the accessibility to the basic services of health. This work has as objective generality to evaluate where measured the participation citizen of the users it intervenes with its accessibility, to the basic services of health in the city of Salvador. Objective specific: to evaluate as if of the a participation citizen of the beneficiaries of the Program Stock market Family in the associative life and the basic services of health in Salvador; to identify, how the basic services of health take care of to the population groups with lesser income. The Hypothesis of that the participation lack citizen negative intervenes with the accessibility of the users of the Program Stock market Family - PBF to the basic services of health. In this study it interests the beginning of the participation citizen and its relation with the accessibility the basic services of health, considering itself the users in poverty situation and the beneficiaries of the PBF. One is about a quantitative, exploratory study, carried through in the Basic Unit of Health Adroaldo Albergaria, in the quarter of Periperi, Sanitary District of the Railroad Suburb of the City of Salvador - Bahia. Corresponds to a percentage of 11,6 of the total of users registered in cadastre in the PBF, totalizing itself 315 users. The plan of analysis of the quantitative data is focused in referring information to the participation citizen and to the difficulties of accessibility to the basic services of health of the user in poverty situation; the focus of the analysis is on the structural dimension for understanding to be this passive of improvement, from the management capacity. Predisposition (14.0%) to the participation of the beneficiaries of the PBF in the associative life was observed low and as main reasons (23.0%) for being unaware of e (18.7%) for nobody to have called, (61.3%) had never said to have participated of quarrel of the problems of health in the community and deposit reliable greater degree in the institutions, had been distinguished the religious ones (34.4%), relative to its rights politicians (42.6%) they do not know e (7.8%) had said not to have it and for the gratuitous use of the health services (9.5%) they understand as one rewards of the governor for having been elect for the people. Front to the accessibility difficulties (79%), the searched ones tell to exist and with a balance to the factors: structural, social, economic and cultural. These results indicate that although the presence of the Democratic State of Rights (EDD), the participation of the population segments socially excluded in the management of the public sphere is still fragile and incipient and although the devices constitutional to assure the rights politicians and the participation citizen, this were not verified previously in the empirical study, confirming the enunciated hypothesis, and still, the groups with minor to be able of pressure before the legislative executive and have little chance to get attendance in its demands.
