RESUMO

The lack of efficiency of environmental law is one of the biggest problems nowadays. Thus, from the possible of sustainable development this paper has analyzed. The propose was construct by the cohesion between the law and environmental management systems. There is presenting an alternative to the management and law, but a multitude of factors, in which the right to act, adding the concept of mesoclim. For this, its presented as alternatives to the achievement the application of the criteria mesoclimatics within the environmental structure, a system together with reflections in the procedural and tax, and finally, the culture as a means for justifying the system. Represents an effort to practice the true meaning of sustainable development for an environmental law not only a set of principles of expectations, but within an effective environmental protection
