RESUMO

The 80 s marked the beginning of change in the way municipalities were administered. This decade ushered in a new concept of public management. The efforts of progressive administrations were based on popular participation and attempts to decentralize administrative and/ political decision making. Though in embryo and with structural limitations, they have pointed towards a new role for the municipalities in Brazil, in the consolidation of democracy and in the recognition of social rights and citizenship. The first Jarbas Vasconcelos administration (1986/88) was, undoubtedly, one of the first experiences of this new concept. Besides being an advance in terms of political debate, basing the local administration on left wing conceptions, it was also characterized by the renewal of the traditional instruments in the relation between the public sector and the society. By including the interests of the population in the political agenda and sharing the definition of priorities, planning was reestablished as an instrument of negotiation and public management. The present study reports this experience, tracing the political and ideological process which made it possible and going through the models of management adopted and their implications in terms of public action. In particular, it tries to perceive the limits and possibilities of this new king of municipal administration. This is done through the analysis of an experience of co-management carried out by-this administration. Through comparing, theory to practice it was possible to reflect on the tendencies in the adoption of parameters in the municipal management
