RESUMO

The present thesis: Southern Brazils ports, from their formation to the XXI century has as its general purpose to analyze the formation of the busiest ports in southern Brazil and their influence on the micro-regional and national economy. With this in mind, this thesis tries to: characterize the evolution process from southern Brazilian ports within diverse moments in national economy; relate the industrialization process to the port movements in the cities of Parananguá (PR) and Rio Grande (RS), in ports from Santa Catarina (Imbituba, São Francisco do Sul and Itajaí) and in historical ports (Antonina, Laguna, Pelotas and Porto Alegre); and analyze the hinterland near the ports in southern Brazil and its industrial expansion within the last twenty years. For this purpose the ports in southern Brazil were distributed into three groups. In the first group, the busiest ports from Rio Grande (RS) and Parananguá (PR) as well as their portuary organization history were tackled. The last years´ investments in those ports, which are the main Brazilian ones, and the relationship between the port and the portuary city, within the socio-spatial formation approach and the environmental conditions were also discussed. In the second group, ports with expansion capacity from Santa Catarina and their cities, São Francisco do Sul, Itajaí and Imbituba, were introduced, as well as, some terminals which started to be built in strategic places in that state. In the last group, historical ports and their cities, whose schedules were busy in the past, but that nowadays due to the spatial limit from portuary sites cannot expand, were analyzed. The economical importance of ports is theoretically grounded on Marx, Rangel, among others, who discuss the circulation of commodities under the capitalist accumulation. As a result, in order to have more efficient ports Brazil must have a competitive capitalist economy in the international market and guarantee its integration within the world market. Several efforts have been made to intensify the circulation of commodities, mainly during the toyotism flexible production stage, which requires faster service and lower cost from ports in order to have the productive circle (from production to consumption) established and the capital increased. In order to put forth this capitalist effort, the government presents Law 8.630 from 1993, namely Ports Modernization Law, which waives the State responsibility for the portuary system improvement and allows the terminals to be legally privatized, facilitating the creation of new ports and breaking down the Unions hegemony in the portuary field. Portuary cities may benefit from that change if an integrated planning and the inclusion of other production stages within the urban site occur.
