RESUMO

The subject of this work concerns to the conception of human development created by United Nations (UN), more specifically by United Nations Development Program (UNDP), and diffused through many countries beginning with the first Human Development Report launched by that institution in 1990. Starting from the release of that Report, and how the matter was understood, our objective in this work was to be acquainted with human development conception, its origins and outspread, and, based on the international context of that period, to elaborate a reflection on the reasons that guided UN to make a divulgation as much of the human development concept as the Human Development Index (HDI), exactly in these times. Through consulted papers, we elaborated a full view of a large area of the first and main theories about development, which analysis started in the beginning of 1940 decade, and, also, it was possible to present the international conjuncture that was being molded at the first moment after the end of the Cold War. In this assignment, we concluded that the concept of the UN human development and its quantification index, HDI, despite performing a large contribution to the discussion on development and to the upgrading of statistical data about countries, carries in its formulation and application the reproduction (even though, for many, in a not so expressed way) of power relations prevailing inside the international society.
