Os “altos círculos” no mercado de transportes em São Paulo

Resumo Em gestação há quatro anos, a cidade de São Paulo aguarda as novas licitações dos serviços de ônibus. Nesse período, movimentações têm problematizado os graus de concentração desse mercado, tanto fora quando dentro da Prefeitura. Até o momento, todavia, sabe-se muito pouco sobre a composição e as transformações do conjunto das empresas privadas de transportes. A partir de dados primários sobre a propriedade e as características das empresas, este artigo procura contribuir para essa tarefa, tratando da composição do mercado privado de transporte público no município nas últimas quatro décadas. Inicialmente, são apresentadas, a partir de contribuições recentes advindas da literatura específica, as principais características da economia política urbana dos serviços de ônibus em São Paulo. Em seguida, é feita a análise da composição do mercado a partir da distribuição das frotas e dos vínculos de propriedade nas últimas quatro décadas. Os dados exibidos sugerem um mercado mais complexo e competitivo diante da narrativa consolidada no debate público e na academia, na qual se afirmou que as mesmas poucas famílias têm governado o mercado há décadas. Isso é especialmente crítico quando a atenção é voltada para a transformação política dos atores mais novos no mercado nas décadas de 1990 e 2010.Abstract For four years, the city of São Paulo has been awaiting the new bids for the bus services. In this period, actors have questioned the levels of capital concentration of this market, both outside and inside the City Hall. So far, however, we still know little about the sets and transformations of private bus companies. Based on primary data on ownership and company features, this paper seeks to contribute to this task by addressing the sets of the public transportation private market in the municipality in the last four decades. Initially, based on recent contributions, the main features of the urban political economy of the bus services in São Paulo are presented. Next, the analysis of the composition of the market in relation to the distribution of the bus fleets and the property ties in the last four decades are shown. The data presented suggests a more complex and competitive market in the face of the consolidated narrative in public and academic debate, in which was argued that a few family of owners have been dominating the market for decades. This is especially critical when attention is focused on the political transformation of the more newest actors in the market in the 1990s and 2010s.
