Organização de aprendizagem : um estudo sobre sua aplicabilidade em uma organização do setor publico

RESUMO

While learning organizations are characterized as being organizations where people continually expand their capacity to create the results they truly desire, where new andexpansive patterns of thinking are nurtured, where col/ective aspiration is set free, and where people are continual/y learning how to learn together(*), one natural question that comes up deals with the relationship between learning organizations and total quality management. Therefore, the objective of this thesis dissertation is to assess the implementation of a quality improvement program by an organization from the Public Sector, based on the concept of learning organization and the corresponding Peter Senge s methodology. As part of the theory that has been used during the development of the field study, problem solving methodologies (Rational, Six Thinking Hats, Finding Your 15% and Systems Thinking) are initially reviewed, as well as Peter Senge s Five Disciplines (Systems Thinking, Personal Mastery, Mental Models, Shared Vision and Team Learning) and the Public Sector characteristics in comparison to the Private Sector ones. The field study has been developed in partnership with the Health Care Department of the city of Campinas, São Paulo from October 1993 to July 1994. The author, as a member of the working group, acted in the role of an external quality consultant under the orientation of Professors from the São Paulo State University at Campinas (UNICAMP) and made use of observational research to assess the organizational behaviour of the Health Care Departtment during the implementation of total quality initiatives in comparison to the learning organization characteristics. Over the duration of the field study, the Health Care Department established an executive team (Integrated Center for Quality Management - NIGQ) driven towards the implementation of continuous quality improvement processes on public medical services. It was intended to function technical concepts, to evaluate results and to provide top management with support for the process of decision making. Also, the NIGQ developed Vision and Mission statements for the municipal Health Care Department, identified 17 potential quality improvement projects, selected one of those proposals as a pilot-project and carried it out through team work towards higher levels of operational performance. As a conclusion, it was observed that all required aspects for the development of the Health Care Department as a learning organization were in place. Furthermore, areas of concern were identified, as well as suggestions for future research studies
