RESUMO

The issue of decentralized electrification based on renewable energy has been on the top of the agenda of rural electrification discussion. These debates aim at the inclusion of those sources on electric sector policies taking into account the advantages of using them to supply electricity to isolated communities, particularly in the Northern Region, for which the supply is still based on diesel generation sets. These diesel based systems present growing operating and maintenance costs and low efficiency in remotes areas. The issue is relevant in the moment of the implementation of a national policy of universal access as part of the Luz para Todos Program. It presents an opportunity to discuss the scope of introduction of those sources as an effective supply option to remotes areas. Despite being a probable scenario, the inclusion depends on how institutional, regulatory, technological and environmental dimensions are considered in the policy making process to reach this objective. This work aims to identify and discuss how the treatment given so far to those dimensions creates barriers to the use of renewable energy in decentralized electrification. Besides analyzing the existing legal and regulatory frameworks and the policies of incentives, the technological constraints are also take into account. Based on the analyses of non supplied market profiles, particularities of supply in the remotes areas of Amazonia and in Brazilian countryside, and issues raised previously, the study concludes which the changes on existing scenario involve the formulation of an energy public policy for isolated systems very different of those adopted for Interconnected Systems with compulsory measures and long-term goals, besides market incentives to the effective insertion of renewable sources.
