RESUMO

Urban environmental management implementation faces, as one of its challenges, the construction of interfaces between the tools of environmental and urban policies. To complement the differences between both Brazilian policies, the National Environmental Policy Política Nacional do Meio Ambiente (Law No. 6938/1981) and the Statute of the City Estatuto da Cidade (Law No. 10257/2001), make necessary the definition of technical procedures for articulation of its tools For the construction of this current vertex discussion, first it must be understood the thematics essence and specifications: environmental and urban. Evaluation of the tools, competencies and the practice of the territorial management, have shown that environmental and urban dimension work with different logics, on its tools, and has resulted, by the absence of this understanding and adjusted interfaces on conflict stage. One of the polarities between thematics is the logistics of pivate and public, internalized on the urban and environemental dynamics, respectively. While the urban policies tools have origin since the concern on organizing private space, the environmental policies tools concern as public good, natural space. Aimed contribution has as its focus, the interface between tools and environmental urban policies for an effective urban environmental construction, and for such, we present the Environmental Zoning agreement Zoneamento Ambiental. It assumes that this tool be used as arbiter for the conflict of interests between the public and private domain, giving the collective goods through its consideration (recognizing limits in the use of natural resources) at the urbanization process, dialoguing with the urban policy structure reference - Urban Master Plan. Analysis required conceptual and practical survey of environmental and urban thematics, its logics, policies and tools, specially Environmental Zoning which is presented as a regulated tool, but not characterized at the Brazilian legislation. Through the study of the City of Extrema (Minas Gerais state), the lack of interface between the several tools can be evidenced and proven, on the legal landmark of the urban and environmental policies of municipality, which leads the urban growth without consideration of environmental contraints of urbanization. Finally, this study proposes technical procedures between articulation/interface between Environmental Zoning and Urban Master Plan, as contribution to the construction of urban environmental management. We also point out the restrictions and recommendations to be used with the zooning tool, by means of all annalysis undertaken throughout this study.
